2. Reminder: Make Sure Your Station is Using the Correct Political Broadcasting (PB-19) Forms
The NAB Political Broadcasting Forms (PB-19 Forms) used for candidate ads and issue ads are available to NAB members on our website along with other member resources. They are available for purchase by non-members here.
What's happening: We’ve recently learned that some political advertisers and/or stations may have been confused and used an online version of a PB-19 form that had certain pre-filled sections. Stations should be cautious when using or accepting pre-filled PB-19 forms to ensure they relate to the ads being accepted for air. This should include ensuring that candidates use the candidate advertising PB-19 form, and that issue advertisers use the issue advertising PB-19 form.
To help address this problem, NAB is sending alerts and removing public links to any customized and pre-filled versions of forms from prior NAB advocacy campaigns. If you have any questions, please contact the NAB Legal and Regulatory Affairs department at legal@nab.org.
3. Combat Misinformation with the Election Toolkit
The countdown is on to Election Day! As broadcasters, we serve an indispensable role in educating voters, battling misinformation and driving civic participation, helping our communities understand the importance of exercising their right to vote.
NAB’s Election Toolkit collects resources to identify misinformation and provide the accurate, trustworthy election news audiences rely on.
These resources include RTDNA’s study, “Improving Trust in Local Political Coverage,” which analyzes audiences’ expectations for local news coverage of elections. The majority of the local news audience surveyed say it is very important that local journalists ask tough questions, fact-check candidates and provide regular fact-checking segments.

NAB collaborated with Intel to bring a demonstration of glass-to-glass 8K content originating from the 2024 Olympic Games in Paris to the PILOT Innovation Lab at NAB’s headquarters in Washington, D.C.
This was one of only two locations in the U.S. where this feed was available to be viewed.
The FCC has opened the filing window for EAS Test Reporting System (ETRS) Form One and directed all EAS Participants to submit the form by October 4, 2024.
What’s happening: The filing of ETRS Form One is an annual requirement and not necessarily connected to a nationwide test of the EAS system. Form One collects up to date identifying and background information regarding EAS Participants, such as a broadcast station’s EAS designation, EAS monitoring assignments, current EAS equipment software version, facility location, equipment type and contact information.
The information allows the FCC to maintain current information about the role and functionality of EAS Participants during EAS tests and emergencies.
On August 9, Ray Quiñones, director, Government Relations, NAB, presented an advocacy update at the Alabama Broadcasters Association (ABA) annual conference. Quiñones presented in conjunction with Scott Johnson, Smithwick & Belendiuk, P.C., who was honored during the conference for his 50 years as the ABA's FCC expert and legal counsel.
